Barbara A. Lloyd
Veteran of government, public finance, infrastructure, and capital markets

Barbara's signature strengths include new program development and management; innovative financing strategies and solutions; state and local capital finance transactions; policy analysis and decision-making; and organizational leadership and communication.  She is especially known for her ability to structure complex transactions in the public interest. 

Examples include the State of California's $11 billion Energy Revenue Bonds, $12 billion Economic Recovery Bonds, and $600 million inaugural GARVEE Bonds. She recently led KPMG's team advising the California Department of Transportation on the landmark Presidio Parkway Public-Private Partnership project in San Francisco, to replace the former Doyle Drive approach to the iconic Golden Gate Bridge.

Barbara has worked at KPMG, Lehman Brothers, California State Treasurer's Office, City of Oakland, Leifer Capital, and the California State Assembly, in a career spanning over 25 years.  Barbara is a Municipal Advisor, registered with the SEC and MSRB and has held FINRA licenses for Series 7, 79 and 63.
