Barbara Lloyd brings 30 years of experience in government, public finance and innovative project finance and delivery. Her career encompasses senior executive positions in government, at both state and local levels, as well as in public finance and innovative infrastructure financing and delivery consulting for government clients. Her specialty is negotiating complex transactions in the public interest.

Barbara thrives in circumstances of complexity and nuance at the nexus of public policy, infrastructure and finance. She has been collaborating to deliver innovative infrastructure solutions in California for over twenty-five years. Over decades as a strategic advisor to public clients — as well as in government as California's Deputy Treasurer for Public Finance, Chief Deputy Treasurer, and the City of Oakland's Treasury Manager — Barbara gained significant expertise in presenting complex policy and financial information to diverse audiences, from public officials and community stakeholders to rating agencies and capital market investors.

Barbara led the State's most complex transactions and frequently worked with representatives of the Administration and the Legislature to craft legislation to authorize new financing programs. She spent three years as a municipal finance investment banker, followed by five years as an infrastructure advisor as a Managing Director at KPMG. Since starting IMPACTS USA in 2013, Barbara's work has focused on public infrastructure and capital asset strategies, including public funding tools, grants development, and alternative financing and delivery options such as public-private partnerships. Barbara holds an MBA from the Stanford University Graduate School of Business and a BA in Political Science from the University of California, Davis.

Joshua Ramirez has more than 25 years of experience in consulting, business management, and law, serving a wide range of clients. Experience assisting public entities and agencies with alternative project delivery strategy, project funding, and procurement activities, including developing funding and financial plans complying with state and federal requirements, grant preparation and reporting, and financial capacity analysis. Focused on project management, strategic communications, facilitation of internal/external personnel and resources, and supporting client decision-making. Sector specialties include transportation, infrastructure, and higher education.

Before joining the firm, Joshua spent nearly a decade as an attorney in complex commercial, securities litigation, and white-collar matters. Since joining IMPACTS USA in 2015, Joshua's work has focused on public infrastructure and capital asset strategies, including grants development and alternative financing and delivery options. Joshua has helped multiple clients identify and secure state and federal grant awards. He has also helped clients to design reporting and internal processes to maintain compliance with state and federal grant requirements. Joshua holds a J.D. from Rutgers University School of Law and a BA in Sociology from the University of California, Berkeley.

John White has more than 35 years of experience in senior and leadership roles in Planning and Capital Development in both private and public sectors, including the University of California system and the Desert Community College District. He has extensive experience in campus planning, facilities, and large-scale capital programs across California's public higher education systems.

As part of the University of California, John served as UC Riverside's Assistant Vice Chancellor for Campus Planning and UC Merced's Assistant Vice Chancellor for Capital Development. He has been responsible for campus Master Plans, Long Range Development Plans, and annual Capital (long-range) Improvement Plans, as well as long range capital projects financing planning, including UC Riverside's multi-billion-dollar ten-year program (1,200 acre campus, 27,600 students). He was a strategic advisor for all major projects including academic, agriculture, infrastructure, campus support, housing, and medical school projects totaling more than $1 billion. He was also responsible for capital planning of UC Merced's initial Phase 1 development of 110 acres of land, and 1,000,000 gross square feet of new construction using a combination of 60% State funding and 40% non-State funding.

As Executive Director, Bond Program and Facilities Planning for the Desert Community College District, John worked closely as a strategic advisor to the President and Vice President for Administration for all matters involving capital, physical, environmental and real estate. John led the college's capital asset management portfolio, including long-range capital improvement planning, real estate management, and campus space administration. He also provided leadership and technical oversight for architectural, engineering, and construction projects from pre-planning through project closeout. He holds a Certificate in Construction and Engineering Practices.

John earned his Doctor of Education in Community College Leadership from Kansas State University, a Master of Health Services Administration from the University of Michigan School of Public Health and his Bachelor of Arts in Sociology from the University of California, San Diego.

Ben Bailey assists with researching federal and state grant funding opportunities for IMPACTS clients and supports new grant applications. Previously, Ben served as a Student Intern. He analyzed demographic and socioeconomic data for communities in areas of grant projects to support grant applications for two clients of the firm, the California High-Speed Rail Authority and the High-Desert Corridor Joint Powers Agency. Ben also conducted an academic research project examining how public agencies respond and adapt to policy changes and funding reductions.

Ben also has experience with student housing operations, having worked in UC Davis on-campus student housing facilities at the Service Desk and in the Mailroom. Ben holds a BA in Political Science, Public Service with a minor in Sociology, from the University of California, Davis campus.
